Repair and Rehabilitation projects support resilient, energy efficient campuses

The annual Repair and Rehabilitation (R&R) plan for fiscal year 2025 (FY25) has been approved by the Board of Trustees. Funded by student fees and state appropriations, the R&R program supports the continuous improvement of IU buildings. Projects that are supported by the R&R program include safety improvements, code requirements (fire, ingress/egress), critical systems infrastructure (steam, water, electricity, HVAC, plumbing), structural infrastructure (roofs, building structure), and classrooms improvements.

The total funds approved for this R&R plan were $48.2 million. The breakdown of projects included in the plan are:
  • Building envelope (building structure, envelope, roofs, windows): 24.3%
  • Building services (electrical, elevators, fire protection, mechanical systems, plumbing): 42%
  • Interior construction and classrooms: 12.5%
  • Sitework (sidewalks, landscape, exterior lighting): 8.1%
  • Utilities (steam production/distribution, stormwater, chilled water, electricity distribution): 10.8%
  • Systems commissioning: 2.4%
Project categories that notably contribute to the energy efficiency and conservation goals outlined in the Climate Action Plan are mechanical systems repairs/upgrades, roof replacements, window upgrades, building envelope improvements, lighting conversions, existing building commissioning, and building controls updates.

Heating and cooling campus buildings yield the greatest contribution IU’s scope 1 and 2 emissions. Ensuring building systems are performing optimally not only supports IU’s Climate Action Plan, but also allows IU to utilize operational dollars more efficiently, support occupant comfort, provide environments conducive to learning and research, and ensure resilient energy-delivery systems.
